Lithuania blocks IP addresses that access Russian channels
On March 8, the Lithuanian Radio and Television Commission (LRTK) decided to give mandatory instructions to Internet service providers to cancel the possibility of accessing IP (Internet Protocol) addresses, which provide the opportunity to watch the Kremlin's propaganda television channels NTV, Perviy, Rossiya 1, Rossiya 24 and RTR Planeta, to which the European Union applies restrictive measures and sanctions.
After the start of the war in Ukraine, the Council of the EU imposed sanctions on the Russian propaganda TV channels RT (Russia Today), Sputnik, Rossiya RTR / RTR Planeta, for spreading disinformation and propaganda against the European Union and its member states. Rossiya 24 / Russia 24, TV Center International, NTV / NTV Mir, Rossiya 1, REN TV, Pervyi. The Council of the EU has noted that the Russian Federation is conducting a systematic international campaign of manipulation of the media and distortion of facts in order to strengthen the strategy of destabilization of neighboring countries and the EU and its member states. In particular, the propaganda was repeatedly and continuously directed against civil society, asylum seekers, Russian ethnic minorities, sexual minorities and against the functioning of the democratic institutions of the EU and its member states. Those propaganda actions were carried out through various media, which are directly or indirectly under constant control of the leadership of the Russian Federation. Such actions pose a significant direct threat to public order and security in the EU. Since, according to the resolution of the Government of the Republic of Lithuania no. 535 "On the Implementation of the Law of the Republic of Lithuania on International Sanctions", the LRTK ensures the implementation of international sanctions when the restrictions are related to the broadcasting, rebroadcasting and distribution of radio or television programs on the Internet, it carried out monitoring during which it was determined that television channels subject to EU sanctions are being distributed online. During the monitoring, it was also found that the data packets of the prohibited television channels are received using the IP addresses of the servers, according to which the television channels NTV, Perviy, Rossiya 1, Rossiya 24 and RTR Planeta are available. which are sanctioned by the EU Council for spreading disinformation and propaganda against the European Union and its member states. Therefore, the LRTK decided to instruct the providers of public electronic communications networks and public electronic communications services no later than within 5 working days from the date of entry into force of this decision to cancel the possibility of accessing the specified IP addresses, which are used to access television channels subject to sanctions approved by the Council of the EU.
