Lithuania ahead of many EU countries in digitization

Lithuania’s digital public services are among the most advanced in the European Union (EU). According to the Lithuanian Digital Decade Report 2023, Lithuania scored 84 points (EU average 77) for public services for citizens, 94 points (EU average 84) for public services for businesses and 92 points (EU average 72) for access to electronic health records.

“It is clear that we are moving in the right direction and further strengthening Lithuania’s competitive advantage as one of the most digitised countries in the world. This is particularly evident in the area of digital public services, where we are among the leaders in the EU,” said Aušrinė Armonaitė, the Minister of the Economy and Innovation.

The Ministry of the Economy and Innovation has prepared a plan for Lithuania’s National Digital Decade. It will further strengthen Lithuania’s position in digital skills and ICT professionals, digital infrastructure, digital transformation of enterprises and digitization of public services.

“Lithuania’s National Digital Decade Plan, which will be submitted to the European Commission, is important for monitoring and evaluating the country’s digital transformation processes. It includes actions and measures that contribute to the EU’s digital objectives. Therefore, this plan codifies and brings together all measures and activities implemented by the country’s institutions in the strategic directions,” says Erika Kuročkina, the Deputy Minister of the Economy and Innovation.

In the area of digital skills and ICT professionals, the goal is for 80% of the population aged 16-74 to have at least basic digital skills at EU level. In addition, at least 20 million ICT professionals are expected to be employed, with an equal number of women and men.

In the area of secure, resilient, productive and sustainable digital infrastructure, the objective is to bring 5G connectivity to all populated areas and to increase the value of EU production of smart and sustainable semiconductors to at least 20% of the global production value. At EU level, at least 10,000 climate-neutral, highly secure network edge nodes will be deployed, and the EU will have its first computer with quantum acceleration technology by 2025.

In the area of digital transformation of enterprises, the aim is for at least 75% of EU enterprises to use cloud computing, big data and artificial intelligence. In addition, more than 90% of EU small and medium-sized enterprises (SMEs) should reach at least a basic level of digital intensity.

In the area of digitizing public services, the aim is to make 100% of basic public services available online to EU citizens and businesses, and to ensure that all EU citizens have access to medical records and secure electronic identification (eID) tools.

These strategic directions would contribute to the goals of the Digital Decade, both in Lithuania and across the EU.

The National Digital Decade Plan for Lithuania, prepared by the Ministry of the Economy and Innovation and to be submitted to the European Commission, was approved today by the Government, which also endorsed the functions of the Ministry of the Economy and Innovation in its capacity as coordinator of Lithuania’s digital policy development and implementation.
